Charging the PS4 controller will take approximately 2 hours to fully charge. Charging the Dualshock 4 controller will work when the system is on or in standby mode when youre using the microusb cable. Dec 03, 2017  Thats how i charge my ps4 controllers, i have 3 so whenever ones dies i just put it to charge (while its off) and use one that has charge and the cycle repeats. You can even charge your controller with a wall outlet! (It should turn a color to notify that its charging)

If a device is fully powered off, there is a limit to what it is allowed to draw. Which is typically less than 1 watt these days. Hardly enough to charge. So if it were to charge controllers while powered off, it would be breaking some regulations there, hence the standby mode.
